    you really shouldn’t put most tropical fish in cold water tanks. They may survive for a while, but they will be less healthy, and more prone to disease. There are a number of cold water algae eaters that are available. American Flagfish eat hair algae, and would go great with white clouds. Hillstream loaches are tropical but can do well in a coldwater tank. They are often sold under the name coldwater pleco. There are also a number of North American Natives which would not be available at a pet store, but can do the job.

    Edit: also, if you want to have a tropical algae eater, you can always add a heater to your tank. If you keep your heat in the low 70s, it will not have an adverse affect on the whiteclouds, and your tropical fish could tolerate it better. If you put the heat in the upper 70s to low 80s it will shorten the whitecloud’s lifespan.
