Any small rocks can be used in a terrarium for drainage. I’ve never heard of putting moss over the rock but maybe it helps to keep the soil from leeching through the rock layer thus defeating the purpose of having the rocks there in the first place…namely drainage. I a small bag of sphagnum moss, which is what I assume the sites mean, is relatively inexpensive at place like Walmart in their garden shop.

Seems a waste of the rocks, but they work.
To cover the rocks; I always used either plastic (fiberglass) screen, or weed prevention material on top of the rocks. Its important to stop leaching of the soil. Once good roots are established, its not as important.
When I have been on a tight budget, coffee filters work. Even newspaper, I think, would work. Once its covered, most things will last a long time. Just make sure they filter the water.
